We are pleased to share a new white paper: Building Information Management, a methodology for delivering the Building Information Model, by Paul Oakley BA(Hons) Dip Arch RIBA, with a foreword by Mervyn Richards OBE.

Level 2 BIM was built on measured evidence. The Avanti programme cut the effort of most core information tasks by 50–85%, and Government credited the Level 2 programme with helping secure 20% savings on capital expenditure. Since the move to ISO 19650, the industry has seen no comparable, documented improvement.

The paper traces that history using the original source documents and sets out what was lost along the way:

  • clear roles and lines of responsibility
  • project stages and defined deliverables
  • contractual asset information requirements
  • volume strategy and geospatial requirements

It then proposes a practical way forward:

  • Level 2 (2027): an updated, achievable baseline of tradable methods that supports the golden thread and the Building Safety Act
  • Level 3 (2027): a renewed next maturity target that makes use of today’s technologies, including AI
  • Both proven through independently measured demonstration projects, as Avanti was
